Biological products are often used in the treatment human diseases through the process of transplantation, implantation, infusion and transfer to human recipients. Thus, if the process is not properly done or the product is impotent and unsafe, it will cause high risk to its users. That is why the government enforces human tissue regulation. The regulation exists because of the fact that human tissue products and biologics must be evaluated properly. The Food, Drug and Cosmetics Act or commonly known as FD&C Act mandates that before a biologics is allowed to be presented into the public, companies must first submit a notification so that the biologics to be introduced can be evaluated. Also, the Act vested the authority to Food and Drug Administration to regulate the products.
